S22D.  Supervisor Do - Approve $1,000,000 from First District allocation of discretionary funding to Office of Population Health and Equity for purpose of providing smaller, grassroots organizations, whose annual operating budgets are under $500,000, opportunity to build their infrastructure and capacity and become more sustainable in Equity in OC Initiative; and make related findings per Government Code Section 26227
