S38E.   Supervisor Sarmiento - Approve use of $194,000 from second District’s discretionary American Rescue Plan Act (ARPA) funding allocation to support an ongoing effort to identify murderer(s) of Victoria Barrios through non-profit Justice for Victoria Barrios, K-12 school and school district capital improvement projects and programs, institutions addressing food insecurity and homelessness, senior center programs and equipment, support Dolores Huerta Foundation and fellowship program to support formerly incarcerated individuals; make related findings per Government Code Section 26227; and direct County Executive Officer or designee to negotiate and enter into agreements as necessary
