County Executive Office - Approve grant applications/awards submitted by Sheriff-Coroner, District Attorney, Health Care Agency, Social Services Agency and OC Community Resources, and ratify grant application/award submitted by Sheriff-Coroner in 4/12/22 grant report and other actions as recommended; adopt resolution authorizing Sheriff-Coroner or designee to execute and submit grant application to U.S. Department of Homeland Security, Federal Emergency Management Agency through California Office of Emergency Services for FY 2021 Hazard Mitigation Grant Program ($500,000); adopt resolution authorizing District Attorney or designee to execute grant award agreement and amendments with California Office of Emergency Services for Unserved/Underserved Victim Advocacy and Outreach Program, 1/1/22 - 12/31/22 ($228,334); and making California Environmental Quality Act and other findings; adopt resolution approving standard agreement HI-2122-22 Amendment 1 with California Department of Aging for Older Americans Act Programs, effective upon Board approval through 3/31/24 ($1,089,434); and authorizing OCCR Director or designee to execute amendment and related documents under certain conditions - All Districts

S42E.   OC Community Services - Acting as the Orange County Housing Authority - Approve increase in initial term for Housing Assistance Payment contract to previously committed 43 Project Based Housing Choice Vouchers for The Crossroads at Washington project from 15 to 20 years; authorize Executive Director of Orange County Housing Authority to execute a Housing Assistance Payment contract and related documents; Acting as the Board of Supervisors - Approve subordination at permanent financing ($2,280,701) to amortized first trust deed conventional permanent loan ($9,730,000) and authorize subordination of additional senior debt up 100% of cumulative loan-to-value based on as-built appraised market value, if necessary, based on any future changes in project financing; authorize Director or designee to execute related documents; approve Ground Lease Agreement with Washington Santa Ana Housing Partners, L.P. for revised indemnity language, to plan, design, fund, construct, renovate, market, operate, manage and maintain The Crossroads at Washington property, 65- year term; and authorize the Chief Real Estate officer or designee to execute Ground Lease Agreement - District 2
